[2025] Tokyo Air Conditioner Subsidy: What Are the Conditions for ¥80,000? Eligibility and Energy Efficiency Standards Explained Simply

At a recent regular press conference, Tokyo Governor Yuriko Koike announced that the subsidy for seniors and people with disabilities purchasing energy-efficient air conditioners, which was previously 10,000 yen, would be increased to 80,000 yen starting August 30.

 

Indeed, with an 80,000 yen subsidy, one might be more inclined to consider replacing an expensive air conditioner.

Let's look at the conditions under which this 80,000 yen subsidy applies.

Even reading just this, it's a bit hard to understand, so let's break it down. First, you need to meet four conditions to qualify.

 

 

 

Conditions for obtaining the 80,000 yen subsidy!

 

Purchase location: Purchase from a business (retail store) that has been registered for this project in advance.

Eligible stores can be searched here.

Eligibility: Limited to residents of Tokyo who are 65 years or older on the date of purchase, or people with disabilities who possess a Physical Disability Certificate, Mental Disability Certificate, or Health and Welfare Certificate for Persons with Disabilities. When purchasing, it is necessary to present an identification document or disability certificate to the store.

Installation location: The purchased air conditioner must be installed in a residence within Tokyo.

Eligible air conditioners: Those with a multi-stage evaluation score of 3.0 or higher, or an APF of 6.6 or higher.

 

Conditions 1-3 are easy to understand, but condition 4 is unclear without prior knowledge. We will now look at what "multi-stage evaluation score" and "APF" mean.

What are multi-stage evaluation scores and APF?

"Multi-stage evaluation score of 3.0 or higher" refers to products with three or more stars out of five at the top of the unified energy-saving label.

Naturally, the more stars, the higher the energy-saving performance. The Tokyo Metropolitan Government is essentially saying, "We'll subsidize you 80,000 yen, so please buy something with reasonably good energy-saving performance!"

It might be faster to just say, "I want to buy a three-star multi-stage evaluation air conditioner with the 80,000 yen subsidy from the beginning."

Next, "APF 6.6 or higher" is the numerical value for annual power factor (APF), located at the bottom right of the multi-stage evaluation score on the unified energy-saving label.

Since the multi-stage evaluation score is based on APF, "multi-stage evaluation score of 3.0 or higher" means "APF of 6.6 or higher." Checking either of these two is fine.
